There are three different options that a Board of Directors or Developer can choose when considering homeowner’s association management.  It is important to consider the advantages and disadvantages of all three.

1. INDEPENDENT MANAGEMENT COMPANY

ADVANTAGES:

+ High quality, educated, experienced, professional support staff
+ Takes the headache out of employee management
+ Invaluable for dealing with difficult tasks like collections and rules    enforcement – acts as a middle man

+ Permanent employees provide a friendly face and a relationship    between the management company and Board and association    members
+ Increased continuity due to long term partnership between management    company and Association
+ Tends to be more politically neutral and objective
+ Serves as a source of information and advise to the Board
+ Established relationships with contractors and vendors
+ Provide a professional management office including a conference room    and conference calling capabilities for association meetings
+ A well managed association achieves greater appreciation in property    values than others

DISADVANTAGES:

- Board must find the right company with proper qualifications and    desirable personnel
- Board has limited control over management personnel
- May be more costly due to higher level of service and expertise
- May be detached from homeowners and association

2. BOARD OF DIRECTORS VOLUNTEER MANAGEMENT

ADVANTAGES:

+ Low Cost
+ Direct control in dealing with items and homeowners (no middle man)
+ More sensitive as neighbors

DISADVANTAGES:

- Lack of experience and education specific to association management
- Risk unnecessary costs and potential liability due to mistakes
- No middle man may cause potential conflict with neighbors and friends
- Sensitivity to neighbors can result in lack of enforcement – no one wants    to tell their friends what to do
- Inadequate volunteer performance – difficult to “fire” a volunteer
- Difficult to find and motivate volunteers
- Loss of continuity due to volunteer turnover

3. ASSOCIATION PAID EMPLOYEE MANAGEMENT

ADVANTAGES:

+ Better Board control with an employee
+ Full-time on site management presence
+ Can select specific personalities to match association and Board needs

DISADVANTAGES:

- Board must deal with personal issues
- Difficult to maintain cost/benefit ratio if not a large enough association to    support a full time employee
- Difficult to find and retain appropriate employees
- Loss of continuity due to turnover
- Problems arise from vacations or sick leave
- Staff may not be impartial and may become emotionally involved in the    political environment
- Added expense for on site office, supplies, equipment, insurance and    workman’s comp, employee payroll taxes, phone lines, internet, email
